There is something useful behind this victim line for Obama as there was when they used it for the stimulus.

There is a large group of Americans 30% to 40% who are emotionally triggered whenever Obama and Dems say that the GOP only opposes these ideas because Obama is for them now.
Most of them are non-whites who see Obama as themselves.

So this ‘rooting for failure’ line is a dog whistle to them.

Personality cults thrive on victim-hood, it substitutes for results :

I didn’t wish or root for Zero to fail. It’s because he and his ultraleft policies WERE failure. Rooting for his failure would be like rooting for water during a heavy shower.
