Check out infowars.com today. It has an article of a guy making 50+K per year and has type 1 diabetes. He tried to sign up for the obozocare silver plan and found he couldn't afford it. He then tried to opt out. Accordingly, he was told the IRS would take the money for the fine from his bank account. If his bank account didn't have the funds his driver's license would be suspended and a lien place on his property.

The fines can only come from garnished tax refunds.
