As someone that has setup surveillance / spy equipment for years that doesn’t look like standard protocol to me. They would check for cameras and to see if you were home first before engaging in blackop type tactics.
^ one of the ways they can check to see if you are home is by using a sales call pretext. If that doesnt work they can ping our cellphone to see where it’s at then do a follow-up check with another source to confirm you are t that location (as in call your place of employment to see if you are there).
The NSA already has him under surveillance! Just like they do the rest of us. If they want to target him, they'll do it from a remote server. They aren't going to send Larry the Satellite Guy.
My guess is that he is a contractor for a web service provider going around to all the remote locations around there and testing various homes for signal pickup from selected mountaintop transmitter antennas.
AT&T used to distribute TV here in the metro Atlanta area over L-band freuquencies....just hang the receiver antennas in the tops of trees.
I know there is Hughes Net for remote locations that want satellite internet service but it still is bandwidth limited on the download.
Based on the dish he used, I’d say this was one of those millimeter wave last-mile dishes that are in use everywhere. They operate in the 36-38GHz range. At that frequency bandwidth on data transmission wouldn’t be a problem. Very small beamwidth and high gain. So he might have been seeing if he could pickup a transmit location farther away that provides sector coverage to an area.

Check with the local ham club, better yet, become a ham if you're not and join. Then you'll know what's going on in the area. He may have been just looking for you to ask permission, then went ahead and borrowed your space anyway.
