To the liberal, individuals are incapable of making decisions for themselves or their families. 

You are almost correct in your statement.

It's not that liberals think we are incapable of making decisions, or else we'd see paralysis and inaction.

It's that liberals fear that we would make the wrong decision, that is, we would choose another option than their preferred one.

Exactly. Any decision that’s different from theirs by definition must be “wrong”. And no one else must be allowed to prove them wrong because it would “hurt the common good”.
