Well UN inspector Carla del Ponte disagrees. She is interviewing people on the ground in the area, and collecting info and reports that the evidence she has seen concludes the rebels are the ones who used the chem weapons. She says there is (as yet) no evidence supporting the claim that the Syrian govt used the weapons.

Carla del Ponte is not "on the ground" in Syria now, and the comments you cite she made back in May. I am not sure that she was on the ground then either. The UN investigatory commission back in May could not conclude who did it.
