As mentioned in other threads, maybe you only need 34 senators, not 67.
The constitution is says: 2/3 of the senators PRESENT
A quorum is 51 senators. Of which 2/3 is 34.
All they have to do is just barely get a quorum of democrats and then only 34 votes are required.
Unless there is a flaw in that argument (which I would like to hear)
