To me it suggests she got stupid and put 5 1/2 feet instead of putting in 5"6".
I find the possibility of someone making a mistake filling out a government form more likely (particularly if they always think of themselves as being five and a half feet tall) than not knowing their height, or magically growing 5 1/2 inches between times filling out the same form, or becoming a different person.
Another possibility? She intended to enter 5 ft 5 1/2 in and made a simple typo, dropping the second 5, an easy enough error to make.
But if you absolutely need for someone to chloroform the short one and spirit her away to replace her with a slightly taller one with an identical face, by all means carry on.
