I think the article has a mistake in it. The AC-130U was in Sicily at Sigonella Naval Air Station and not at Tripoli.

If it had been at Tripoli, no Cross Border Authority would have been needed.

This was my understanding as well, before reading this article. However, consider this: Navy Seals Tyronne Woods reportedly was laser-painting targets. As a highly trained soldier, he was aware that painting targets gives away your position. He MUST have thought that air support, one capable of responding to painted targets (such as an AC-130) was nearby or on its way, as the article states.

Thus, I think it is possible that there was an AC-130 in Tripoli.

If it had been at Tripoli, no Cross Border Authority would have been needed.

Agreed. The real issue is who gave the order to stand down.
