Of course, with increased oil flow to the Gulf area, there will be increased construction and operation of refining capacity. So there are temporary and permanent jobs there, too. And in all of the suppliers of equipment for such.

Probably not. I see the oil carried by Keystone XL to replace oil imported from oversees. We already refine more oil than we use ourselves and sell the surplus.

The Keystone XL will bring more oil to Steele City, Nebraska. From there the pipelines will carry to the midwest as well as south. The Gulf Coast pipeline from Cushing, Oklahoma has been separated from the Keystone XL. It is already under construction.
