with increased oil flow to the Gulf area, there will be increased construction and operation of refining capacity. Probably not. I see the oil carried by Keystone XL to replace oil imported from oversees. We already refine more oil than we use ourselves and sell the surplus.
The Keystone XL will bring more oil to Steele City, Nebraska. From there the pipelines will carry to the midwest as well as south. The Gulf Coast pipeline from Cushing, Oklahoma has been separated from the Keystone XL. It is already under construction.

We already refine more oil than we use ourselves and sell the surplus. Which is not a bad thing. I thought this would encourage more.
