Actually, your right to travel unrestricted is a traditional right that is supposed to be a legal freedom from before the founding of this great nation.

However, if you wish to obtain a "Driver's Licence", then THAT is a privilege that can be restricted, since the legal definition of a "Driver" is: 'someone who transports another person or persons for hire'.
