At first glance, the chart showing increases in eighth-grade math proficiency for blacks indicates an improvement of about one-half percent per year. At this rate of improvement, one might expect that the percentage of blacks who are at "proficient" or above might reach nearly 25 percent in another generation.
If real, this is an encouraging trend.
