From the HESC website:

“I graduated from a university outside the United States. Will my foreign degree allow me to be eligible for State aid without taking the ATB exam?

If your degree comes from a college or university that is recognized by your home country’s Ministry of Education, you are considered to meet the requirements and do not have to take an ATB exam.”

I don’t have the time or inclination to dig around in their stupid website, but from this blurb I’d say that they do indeed offer state aid to foreign students.

I would love to see this explode.

The fact that Taiz has a name and the person does work at this place makes it seem true. But it could be someone is just a con and using the persons identity. We will see.

I would say the odds are good at this point. We know he didn’t sign up for selective service. We were on the verge of war with Iran, and a pretty good excuse for avoiding it would be foreign citizenship. I signed up that same summer, and made a vow to myself that I would kill hundreds of them on the battle field. I was furious with Iran and Jimmy Carter after I left the post office. Knowing this coward avoided this and is now our president is so disgusting.

That looks more like U.S. citzens who graduated with a foreign degree although it could be as you suggest
