Crimes past the statute of limitations are what the they are where you like it or not.

I think you’re assuming that he was not an Indonesian national. Perhaps he was at that time (may still be, for all you or I know). So the crime would not be getting a scholarship as a foreigner, but hiding it, and being not a natural born citizen, which is not a crime committed at a specific time and thus subject to a statue of limitations.

For instance, bigamy is still a crime. If a man has a wife in NYC, and goes to LA and marries another woman, the crime of bigamy is not something he does one day, it’s a state of being.

(Poor example, I supposed bigamy is nothing nowadays.)

Actually, a better example would be a fake doctor - someone forges medical school degrees and certification and medical license papers, sets up an office, and starts “practicing” medicine. But he’s a fraud - never went to med school, did the residency thing, passed the tests, and so on. People sometimes get arrested for that. There is no statute of limitations for that kind of crime. That’s what we’re looking at here.

But the situation is not simple - primarily because the facts about Zero’s entire identification and history are largely unkonwn.

Parents? Unknown.

Birthplace? Unknown.

Date of birth? Unknown.

Original nationality? Unknown.

Current nationality? Unknown.

See what I mean? Arpaio and Zullo are going about it the right way - as far as they can in their situations. First determining that crimes have been committed. The next step - (and I am pretty sure they’re doing this already) - investigating those unknowns.
