When Obamacare passed, the Democrats had a huge majority in the House, and a 'Super Majority' in the Senate (until Brown won the special election). They have neither of those now, and Amnesty is just as contentious, if not more so, than Obamacare. So not even conservative Dems are going to want 'Amnesty' to come up for a vote, because they would be damned-if-you-do and damned-if-you-don't. Look at what happened to Conservative dems who voted for Obamacare.
Obama will not be signing a bill with this Congress. They are hoping to hurt the Republicans enough with this current push, so that they can win back the house, and then pass Amnesty in 2015.
