This is the mistake of forming all kinds of government departments like the EPA, etc. Government takes on a life of its own and is run by unaccountable, unelected bureaucrats.
It has an inertia that is unaffected no matter who is put into office or Congress.
Some serious cutting and dismantling needs to be done if we are ever going to regain control of this leviathan again.

Imagine yourself as a agency bureaucrat with 20 years invested in your career, a cushy lifestyle that requires a certain income, and a generous retirement package awaiting you. Imagine too that you are surrounded by like minded people with a common interst in protecting and perpetuating the system you work under. Inevitably YOUR personal interests are going to override any other consideration (i.e., you’ll do whatever it takes to keep your job, and the more secure it is the better).
You hit on a great point. Government departments take on a life of their own and are run by unnaccoutable bureaucrats. If Congress would do its oversight job and deal harshly with malfeasance, there would be a different attitude in government.
