I recall a story during the early days of his first term where it was reported that he “relished” taking on the “tough” issues like gay rights, healthcare reform and immigration because he either thought he was, or wanted to be perceived as, a “ brave trailblazer” who wasn’t afraid to take on the tough issues.
I think something that would really be effective in getting under his skin is a relentless drumbeat of being called a coward.
