I dunno if something this big could be organized. If nothing else, someone, somewhere would talk. Figure that there's got to always be one who wants to read their name in the paper, for whatever reason.
I *could* be convinced of a de-facto conspiracy. Basically, a significant number of people who think the same and act in the same way, each without knowledge of the others. Not a grand unified conspiracy (that's a lot sexier), but the end result would be the same....
A very large percentage of blacks in America do not consider the laws of America to apply to them individually, unless they want a particular law to apply. It comes, apparently, with the ‘being kept’ status they prefer. Treason and treachery are not serious, in their warped, dependency minds. Being racists at heart, what they considered most important was the race of the one they voted (repeatedly) for.
