So, are these real cuts (as in less than last year), or just a decrease in the amount they were going to increase spending?

There are NO “cuts” in ANY Federal spending.
What there are in fact is a reduction in the estimated rate of INCREASE in the spending of taxpayer dollars.
So go back to your editor, print a retraction to this article of yours, and then try to ‘splain in a realistic article why THE MEDIA slavishly believes EVERYTHING that Tyrant B. Hussein Obama says about his incompetent stewardship of OUR taxpayer dollars.
The truth of the matter is that there are NO CUTS in anything. Just cutting the rate of increased spending.
(Cackle) Chicken Little Obama is getting more desperate by the minute---his stupid sequester scare tactics are mounting: he freed thousands of illegal criminals and he's now canceling tours of the White House.....trying to show "the sky is falling" cause he didnt get another trillion dollars from Congrtess.
Part of the Obama Team's Dumb and Dumber political strategy----to punish eighth graders visiting the WH from Illinois, instead of slapping down federal trough swillers----like employees of the Agriculture Dept who will attend a California conference sipping "exceptional local wines" and sampling "tasty dishes" prepared by "special guest chefs."
The Obama's are not suffering from sequester, either---their teen daughter was spotted at Buddakhan---a pricey NYC restaurtant scoffing up rock shrimp, edamame dumplings, short ribs, lobster fried rice........replete w/ five Secret Service guards dining nearby.
In a telling irony---he sent five Secret Service agents to guard his daughter---while he closed down WH tours b/c of sequester---tours which are monitored by SS agents.
Hannity last night replayed a Committee hearing in which an HHS official testified that:
a) the sequester endangers giving vaccines to the poor; but
b) under the cut proposed by Obama last year, the vaccine program was scheduled to have funding reduced by an equivalent amount to the sequester, but the vaccine program would not have been endangered.
(Republican) sequester cut bad; Obama cut good.
Uhhhh.
