The government has killed American citizens on American soil in the past and will likely do so again.
His point is that a drone strike is a logistically ridiculous, in fact a nonsensical, way to go about doing it.
And I believe Rand Paul understands this completely. He's using farce to make THIS POINT ...

That's pretty short sighted thinking by Krauthammer. If one cedes this point, then one says it is in effect ok for the President to deem someone guilty without trial, evidence, hearing, review, or even informing the person of the alleged crime, and then summarily kill them. The means of killing; by drone, shooting, guillotine, is irrelevant. The President is seizing the same power as the old Roman Emperors; doing what he wants, when he wants, to whoever he wants. And much like the old Roman Senate, the US Senate largely sits there like a bunch of obsequious old fools (yes I mean you McCain).
