I guess slinking off to Mexico while the LAPD is on full alert would qualify as "asymmetrical".
Especially when, if you’ve got some infrastructure already set up, you could start calling in all manner of false reports to LAPD and sending them on increasingly wild goose chases.
All you need is a decent IP connection, an encrypted tunnel, an endpoint (or multiple endpoints) in the US and VOIP telephony.
