Those are the standing orders. The story here is that the President (the only one with the authority) did not sign the order to actually rescue the Americans in Benghazi. Obama was the only one with authority to order US troops to cross a recognized border on a mission - to go into Libya and save them.
It probably would have been an F-18 flyover within 45 minutes, followed by a special forces team from Sigonella within 2 hours. (I have heard that the Marines were on the flight deck ready to go.)
