I can attest to the fact that many gov workers used sick days for no reason. I worked for the TX National Guard as a mechanic and later as a supervisor. When I retired at the end of 2011, I had over 2500 hours of sick leave. We were on a 4/10 work week and I made sure my doctor and dental visits were on Mondays, which were our normal day off and our work week was Tue - Fri.
