More to the point, is there any evidence this is a genuine memo and not made up out of whole cloth by the Iranians?
The term “Insider Threat” seems like an odd one for a government so enthralled with euphemisms.
Although if the Iranians just concocted it, they did an unusually good job.

Yes. Disinformation, big time. Kooksville repeats the lies of the Iranian Mullahs and the Russian KGB (Russian TV) as far and wide as possible. Sad.
When I was an instructor in the Navy, NIS would interview me as part of the security clearance checks for former students. One of the first questions was always “Is he a true blue American who is loyal to the government and the Constitution?” Now, this was 1983 and Reagan was president, so I believed that the government and Constitution are virtually the same thing.
But, if someone was doing a background check on me today, any of my friends would have to say “Yes, No, and Yes” to that question if they were being honest.
Part of this EO is aimed at eliminating whistleblowers by insuring that people who don’t have leftist ideological purity aren’t placed in a position to blow a whistle.
Obama is a snunk
The new assigned duty for all Executive Br. employees is that they must now inform on their fellow employees. Everyone is now a snitch for 0, watching and listening. Reporting is a ‘subjective’ game, based on how a “threat” is perceived by the snitch. This will certainly create a nice divisive work environment. 0’s faithful minions will use the E.O. as leverage against disliked fellow employees. It will create workplace class warfare in the extreme. Employees can now intimidate and snitch on fellow employees with the authority of an E.O. Expressed negative thoughts and First Amendment rights are out the window, the Constitution be damned. I presume removal or dismissal will be the punishment for anyone who the regime concludes after the fact should have but failed to timely rat out his/her fellow employee(s).
Agreed; the type of thing that should never have to even be put into writing, frankly.
