If they want to keep out non-Samoans, how about just become independent??
It is extremely easy to come to American Samoa if you’re an American and you have a round trip ticket.
If you have employment here, it is easy for employers to bring in contractors from pretty much anywhere. Work visas are contingent upon retaining a job and a local sponsor.
Fairly normal for a small tropical island. Of course that’s simplifying things. Some of our immigration rules in regards to Samoans from Western Samoa are ridiculous and reflect some of the “across the way” arguments that have been gong on for the past 20 years.
