I think that ultimately it comes to the attorneys general of the various states and the justice department so it would be Eric Holder that would be responsible for looking into vote fraud
As I see it, the problem needs to be addressed in the states as they set the voting rules for their elections. There are several things that could be done to prevent this kind of mess in the future: All states need to have photo ID in place. Same day registration needs to be banned. Electronic voting needs to be replaced with serialized paper ballots that are marked in ink. There needs to be a time and date stamp on the ballot when it goes through the machine, this would be in conjunction with a time / date on a sign in for registered voters (no more checkmarks), Purple finger ink. Video monitoring of all polling places. Poll watchers have authority to shut down voting should anything questionable happen.
Inside the ballot machine there needs to be a locked container for the ballots with a chain of custody attached, Everyone with access to that container will sign the COC and if any irregularities are found with those ballots everyone on that COC will be subject to persecution and no less that 25 years in prison or execution.
