This isn't necessarily fraud. You can have 108% voter registration from just failing to clean up the roles of dead people and people that have moved for a couple of years.
If 108% people actually vote,then that's fraud. That they are registered, doesn't mean much except someone needs to clean up the voter lists.

There is more than one county showing more registrants than elgible voters in Ohio. It appears that data hasn’t been kept current or it hasn’t been checked for accuracy.

It is when Democrat voting districts turn out 100% of their registered voters, while Republican voting districts turnout the more historically accurate 55%.
