All spending bills originate in the House. The Peoples’ house. The House controls the purse strings. That is their power. That gives the House leader even more power than the President.

The President may control the military, but the House can unilaterally shut off their funding. They do not need an act by the Senate to squelch spending. They simply refuse to hold a vote for a continuing resolution.

It takes guts and the ability to present your thoughts in a clear manner to the American people. These are two things that Boehner has proved he doesn't have.
