The objective is to be able to lose half our forces in a surprise attack, and STILL be able to wipe the combined forces of the Russians, Chinese, and Islamic states from the seas.

Because if they know we can do that, they will not dare attack. You get attacked when the enemy has decided that a surprise attack will bring them to parity.
