When you have a Muslim majority town, this means you have a Muslim-majority police force, and you enter at your own risk. I don't think that Dearbornistan is a Muslim-majority town - yet. Nor does it have a Muslim-majority police force. It's just that the local non-Muslims pander to the Muslims for political reasons and because they are intimidated.
