Yes, extremely unlikely for a member of the Choom Gang. Perhaps there were lower standards for foreign students with Saudi financial backing.
My favorite political fantasy is seeing 0bama in an orange jump suit with ankle and hand cuffs being frog marched out of the White House by US Marshals into a van and being driven to his deportation hearing.
I'm definitely not trying to defend Barry, but there is another possible explanation. The article also said that he went to Columbia for two years. Is there a minimum number of hours necessary to receive honors, regardless of GPA? You can graduate from some schools with an honors level GPA, and not graduate 'with honors' because you did not take your last x number of hours at that school. I know from personal experience.
My brother's adopted son attended a University of Wisconsin branch extension. He called to inquire as to how his son was doing and they blew him off, saying that students had a right to privacy. He went ballistic, saying "you seem to find the checks I write for tuition acceptable." They didn't budge an inch.
Turns out the kid was out "clubbing" every night and bombed out with failing grades. His "counselor" was covering for him and they wound up moving to Florida together. My brother was left holding the bag.

It’s not surprising that the guy who racked up all those unpaid parking tickets in Cambridge got all those eight tracks for a penny and never bought the monthly selections.
I notice at some schools if you've taken under 18 courses there (or so) you won't be eligible to graduate with honors. So a transfer student who took the miniumum 4 courses a term for four terms, wouldn't be eligible.
More ambitious students try five a term and would be. Other schools it looks like the limit is 14 or 15 and that less ambitious transfer student would be eligible.
I guess Obama's record at Columbia might have been stronger than some people think, but, still, he definitely wasn't an academic star there -- he wasn't pushing any boundaries or exceeding any limits in a positive way.
Usually, at the Ivies (and other elite schools) you have to complete at least the last 60 hours ‘in residence’ to get a degree from there. So Øbama should have qualified for honors.
Apparently at Columbia no transfer student can be an honors student, tranfers aren’t allowed to live in University housing.

Not surprising people didn't know or remember him at Columbia.
