Well, foreign embassies have always been known to be CIA desks. Every country uses their embassies for intel gathering, and everybody knows it. I would say it's more likely that CIA handlers knew and attempted to use these murderers, and that Stevens' involvement was of a more peripheral nature. I doubt he was an actual CIA handler.
