it said, fishing stocks have been declining for years,
even with catch limits.
it seems to me, in this case, the catch limit regulations are good.
...in capitalism, when i resource becomes more scarce,
some people will leave the business, and move on.
instead, now, we will PAY fishermen not to fish.
just as we pay some farmers, not to farm.
