Thank you for posting that photo (I was just about to post it myself) of the teleprompter with the pre-scripted outcome already on it. Tony Two-Thirds was ready to read that after the first voice vote, but he was taken aback by the cognitive dissonance between what he saw with his eyes and what he heard with his ears.
So he went to a second voice vote. The sound still did not match the script. So he thought he'd try it a third time, hoping the delegates would get the idea and give him the outcome that had been ordered from on high. Finally, then, he just gave up and followed orders and read the script on the teleprompter.
