I don't know how many will actually vote for Obama in Cook County. I do know that they will count the votes, and then keep counting them until Obama gets enough votes to win the state.
Things haven't changed much since 1960.

Obama will win in Illinois even if he does not win the vote in Illinois.
It is the "Chicago Way." In 1960 the Presidential election was stolen from Nixon in Cook County Illinois by the corrupt Mayor Daley Political Machine
