Make that the KNOWN contracts. I'm even more worried about the unknown, behind the scenes, under the table, back door transactions. Then there's the contracts for bullet proof check point booths and aremored vehicles.
The federal fiscal year ends September 30 so they're at the end of their budgets so it's either spend the money or lose it. Okey, dokey but isn't is interesting that all these little non-military agencies, save a handful of armed security employees, have all channeled their monies to ammo rather than a workshop in a 5 star resort or new office furniture or a few cartons of pencils.
I wonder if it is possible that the fedgov is placing these orders simply to lock up the supply chain, preventing citizens who are buying ever more guns from getting any ammo.
The question does still remain, however... why does the SSA require armed officers? I'll say there could very well be a legitimate purpose... building security? I don't know, but it would be interesting to hear the breakdown. I don't see any conspiracy here though, I'd need a lot more than just ammo purchases to be able to consider something like that.
You also have a problem in their contradicting themselves.
They claim they are buying ammo in bulk to save money, which is well and good, but then they turn around and buy premium grade ammo allegedly for practice.
Their story doesn't hold up.
They would all have to turn into idiots at the same time for the story to be true.
Have they not had their dry run on some Michigan-based militia arrests?
Seems to me, they arrested several people in 2010/2011 on terrorism charges, held them for a period of time sufficient to deprive them of their livelihoods and property, before they were eventually found innocent of any terrorist related activities.
The government should have to compensate people falsely held on trumped up charges.

Although this may be true for the average Joe like you or I, these agencies choose this ammunition for purpose specific applications and they will do it based on expert recommendations, not just off the cuff. A 180gr JHP in .45acp handles much differently than a 230gr round nose of the same caliber. HP ammunition isn't necessarily chosen for it's habit of body-cavity fragmentation, it's more likely chosen because of it's general tendency to fragment on impact and not over-penetrate things like walls, car doors, etc. Not that it's the complete answer to the problem, but in all likelihood, this is a public safety measure against unintended background targets.
If an officer is going to need practice in order to achieve annual qualification, he needs to be practicing with ammunition that behaves the same way every time... this practice eliminates known variables and increases repeatable performance.
I'm not at all a government sympathizer, but most of this adds up to me. I simply don't have enough information to deduce whether the existence or amount of officers is justifiable, but I don't believe they are coming to get me or planning to in the future. We all know a .357sig is no match for what most of us have in our closets at home.

Well maybe not all that simple. Are the wanna-be benevolent leaders, progressives, intent on a back door gun control plan? Procure ten to twenty years supply of ammo for law enforcement and military then put the ammo manufacturers out of business. Then when “we the people” run out is when they start shooting us.
Supply and demand may be it but there's also capitalism. When the demand grows, new companies will step in to meet it. Yes, there's a lag time. Remember, not long ago when the government had such a large order of survival meals that the average joe's order was put on back order. But combine these orders with the other beefed up security and disaster contracts and it's enough to make you think something is up.
Just because you're paranoid doesn't mean they aren't after you.

There is an opportunity here. Start a company manufacturing guns. Draw Soros attention and get a good price for the company. Use that money to start another one. Run George out of money.
