Have information from a lurker who is looking at this with fresh eyes. Does not have the background many of us have. Compare what he sent to what we’re seen in the past. His email (caps are his) says:

This could be the current Registrar General appointed by the Queen (HELTON MAGANGA)
as the date is Feb 19, 2009. The document has his rubber stamp with data that he
was the Chief Administrator when the document was obtained.
IN 1961: JOSHUA SIZCO ODUYA WAS THE DEPUTY REGISTRAR IN 1961
IN FEB 19, 2009 HELTON MAGANGA WAS THE CHIEF ADMINISTRATOR
ANY DOCUMENTS THAT ARE OBTAINED FROM THE BNA
HAS TO HAVE THE SIGNATURES OF THE ONE REGISTRAR GENERAL
ON THE DOCUMENT OR THE DOCUMENTS ARE INVALID.
THE ONE REGISTRAR GENERAL IS APPOINTED BY THE QUEEN AND CAN BE A MAN OR WOMAN.
