Ah, for that answer, one would have to ask "he" who inserted a last minute amendment to the Transportation Bill and that would be none other than FAR LEFT, corrupt (aren't they all?) Demo-Rat, Max Baucus.
It is speculated that Big Tobacco was behind this move as they were losing revenue (as was the Feds in the form of taxes) and if a "few" businesses were thrown under the bus and thousands of smokers were forced to pay more for their habit...well, too freekin bad.
The Central-Planning, Nanny-State, Big Gumbint speaks with hypocritical, forked tongue; while it rails against the eeeevil of smoking, it relies heavily on its taxes and the more people cut back or quits smoking altoghether, the more ways it finds to continue to reap as much as it always has by raising the taxes on tobacco products, shutting down the ability to purchase this product online (from Indian reservations) or even, closing down minor businesses such as this.
And Big Tobacco could care less as all they ever do is pass on all additional costs and taxes on to the consumer.
The House put this in the transportation bill. It’s a good thing. Many large tobacco companies make pipe tobacco...pipe tobacco did not get the huge tax increase like cigarettes did a few years ago. So...’pipe’ tobacco is now made to put in roll your own cigarettes. It has hidden under ‘pipe’ tobacco for too long. It has cut into cigarette profits big time. It’s like a liquor store selling whiskey...but labeling and calling it ‘apple juice’ and providing a distiller for folks to come in, pour ‘apple juice’ into the machine and leave with a bottle of moon shine. Good amendment in a bad bill.
Stuff-your-own-cigarettes smokers can still buy one-at-a-time machines for $6.00 -- I think the cigarette makers just purchased enough law from Congress to destroy the competitors with thousand-dollar machines in their shops.
Next will be the $6 machines. How much will Congress charge for that I wonder? $100 a piece?
