We need to put a wall of bacon up along I-85 so they don’t get off at any exits in Cabarrus or Gaston Counties, and keep funneling them right on into Charlotte.

Y’know, North Carolina has a lot of hog farms down east. Just sayin’.

The surfeit of weasel words in this short phrase indicates that the 20,000 figure was pulled out of, well, you know.

"Up to" includes the number zero, and "could" also means "might not."
