Check out the Internal Revenue Code, Title 26, § 7701 (a) (14):
Taxpayer – The term “taxpayer” means any person subject to any internal revenue tax.
AND
Obamacare Title 26 USC § 5000A (b)
(1) ... there is hereby imposed on the taxpayer a penalty with respect to such failures in the amount determined under subsection (c).
(2) ...Any penalty imposed by this section with respect to any month shall be included with a taxpayer’s return...
BUT THAT'S OKAY!
