You are absolutely correct! You can’t choose who you want to tax and not tax! Course Obama will still try and likely get away with it seeing he gets away with everything.

Local Gov’ts give property tax breaks all the time to bring in new industry. There are all kinds of carve outs in the income tax code. Question is does IRS have right to add the waivers or does Congress have to pass tax law. Given the Obama Chicago approach to government I’d say they will at least try to incorporate the waivers into the tax code by executive order.
