IMO Issa and crew already have the documents because they were leaked. Which is why the last demand for documents was specific to the short list of most damaging documents. The problem is that Issa can't introduce the documents into the proceedings because they were obtained illegally. The administration now knows that the Repbs have the documents and what is in them, hence the desperate declaration of executive privilege.
