I'm confused. The article says the lake shrank 10% in the first decade of the 20th century. That would be 1900-1910.
The Communist revolution was in 1917. How does that make it
the fault of communism?

10% was nothing. The bulk of the lake was drained and evaporated in the last 50 years.
