Line 1 in the Verification of Birth letter from Hawaii to SoS Bennett:
A birth certificate is on file with the Dept. of Health indicating that Barack Hussein obama, ll was born in Honolulu, Hawaii.”
Get that? INDICATING, as in implying. “Verifying” would have been the correct word there. “Verifying” leaves NO wiggle room.
Remember, the birth certificate was probably always clever misdirection. They wanted people thinking about the birth certificate, which suggested that they always had a document. Chester Arthur, who became president when John Garfield died, used the same ploy. Arthur concealed all his personal documents, dropping lies here and there to keep the public occupied. Just before he died he had his personal documents burned. It took until 2008, when Leo Donofrio was reading material provided by an Arthur biographer, and gathered from some remnants saved by Arthur's family. Donofrio found Chester's father's naturalization forms, dated 14 years after Chester's birth. This was late 19th Century, close to the 14th Amendment, Minor v. Happersett, and Wong Kim Ark, where the parental citizenship requirement was never in doubt (Wong Kim was denied natural born citizenship, though born and raised in San Francisco by ‘domiciled’, but not citizen parents. Obama’s father was never, and never planned to be a US Citizen. Read our naturalization oath. Naturalized citizens swear sole allegiance to our Constitution. That reflects the requirement that the most important executive, protector of our rights based upon the Constitution, have inherited allegiance from citizen parents.
Donofrio, in early 2009, penetrated the ploy, realizing that the intention was always to make the birth certificate a distraction. Look you filed the first law suit, former assistant Attorney General Berg, an ardent party operative and Hillary supporter. This was well planned long before the election. Obama was probably born in Hawaii. Look at the sources of the latest ‘leaks’. We are seeing very clever propagandists at work, distracting the public from the Constitutional issue.

Yeah, notice they didn't say a birth certificate ISSUED BY THE STATE OF HAWAII. All they say is that they have a BC "on file" INDICATING he was born in Hawaii. Well, the BC copy he attached with his request would now be a 'BC on file" since it is part of an official record. They didn't say where on file and what file it was in.
