I would love to see an amendment to to the Constitution, that states Congressmen and employees of Congress cannot be paid for any period in which there is not a balanced budget. Short of that, no pay if there is no budget at all would also be good.
thus the uselessness of a balanced budget amendment is revealed... who defines what “balance” means... the government??
