Because Alabama is NOT a voting jurisdiction. No one votes in Alabama generically. Everyone votes at their LOCAL precinct. The precincts PUBLISH their results before uploading/copying/phoning them in/what ever method to the state.
The state then reviews them and puts their de facto stamp of approval to the results. The state is using Scytl to do this review.
Still, if you follow the various precincts public vote tallies, you WILL know who won, and if an official count come out radically different, you’ll know the vote tabulation was tampered with.
