You can see both versions on this page. If you go to the revision page, it looks like a little war broke out today, with edits and re-edits. One participant commented that it had obviously been changed to match "Soledad Obrien's empty-headed explanation on television last night."

The second definition is more accurate globally, and especially in Asia; the first would be more applicable in the US.
