NO, private citizens are "allowed" to conduct investigations and should they choose to do so they may turn the results of their investigation over to the proper authorities or not as they see fit. Confidential informants-CI's are used by police all the time to get information. What a stupid question, the people have ultimate authority over the government and have repeatedly proved it throughout history.

What major conflict of interest? They do it all the time sometimes they are caught and their "credibility" is challenged sometimes they are not caught. You have a complete lack of understanding of police and investigations. You are making yourself look foolish.

This was not a real investigation. No grand jury in the country would accept the results. For this to go anywhere, Sheriff Joe still has to conduct an official investigation with real law enforcement officers. He won’t.
