Unless he actually did sign up, he would not have a card. At that time, there was no requirement that 18 year olds sign up for selective service. I believe the requirement to sign up for selective service stopped in 1975 or 1976.
Be sure to note the silence out of the US Congress, SOTUS, and every agency we have including intel.

Wrong, wrong, wrong. My son is the same age (2 months older) as Obama. He had to sign up. He took off from work early to go to the post office to do it. Then, a year later, the government contacted him and said that he had not signed up (they lost it) and he had to do it all over again. The requirement was in place in 1979, as it was 4 years later when it was my 2nd son’s turn.

Penalties for Failure to Register for the Draft
Men who do not register could be prosecuted and, if convicted, fined up to $250,000 and/or serve up to five years in prison. In addition, men who fail to register with Selective Service before turning age 26, even if not prosecuted, will become ineligible for:
Student Financial Aid - including Pell Grants, College Work Study, Guaranteed Student/Plus Loans, and National Direct Student Loans.
U.S. Citizenship - if the man first arrived in the U.S. before his 26th birthday.
Federal Job Training - The Job Training Partnership Act (JTPA) offers programs that can train young men for jobs in auto mechanics and other skills. This program is only open to those men who register with Selective Service.
Federal Jobs - men born after December 31, 1959 must be registered to be eligible for jobs in the Executive Branch of the Federal government and Postal service.
The draft ended in 1973. However, all able-bodied males age 18-25 are still required to register with the Selective Service.

I failed to register because I enlisted in the Air Force during the mid 80s (my recruiter said don’t worry about it...). They sent me threatening letters warning that I could be jailed if I didn’t register. They addressed the letters to my P.O. Box on an Air Force Base!
