The problem with only looking at a state based birth record is it only describes the place of birth of the child and parents and not the citizenship of the child at birth. See “Blue List” cases 7 FAM 1100 Appendix J.
Barry Soetoro’s school record is a good example of this. From his school record we know he was born in Honolulu, HI and he was an Indonesian National. It’s unfortunate, but the State of Hawaii DoH may not have any information on Barry Soetoro’s post-birth citizenship because the State Department does not inform state based record’s departments when citizenship is changed, modified or identified a non-jurisdictional resident.
Furthermore, the policy to deny parents the opportunity to renounce their child’s US was instituted in 2009, shortly after Obama was sworn it. Before 2009, it was not a difficult thing to do if you move out of the U.S.
